Position Summary Working under the direction of the Controller, manages, directs and develops Payroll Supervisor and Payroll Specialists. Ensures consistent delivery of payroll deliverables to Company employees and leads with meeting deadlines, understanding employee and management needs effectively to ensure the payroll function is successful. Develops and controls all tasks necessary to accomplish the organization's payroll processing objectives, including state and federal agencies. Monitors payroll results to ensure Payroll Department is in compliance and creates and maintains effective internal controls. Works with and provides data to internal and external auditors upon request. Reviews and audits payroll to ensure accuracy and produce metrics ad-hoc payroll reports for management as requested. Develops operational plans to achieve results and ensure alignment with Company goals and objectives. Works collaboratively with HRIS to understand company policies and government regulations affecting payroll procedures and ensures payroll is compliant. Responsible for all payroll tax activities, including Form W-2 preparation and compliance with payroll state, local and federal regulations. Review payroll tax returns filed by Ceridian for accuracy and resolve any issues. Responds to employee inquiries regarding calculation of their paychecks including federal and state tax withholding. Responsibilities Actively maintain compliance with all Versiti standards as well as Federal, State, and Local regulations. a. Create and maintain alignment with payroll practices and procedures across Versiti. b. Complies with federal, state and local legal requirements by researching and interpreting tax regulations and informing Leadership of updates needed. c. Researches multiple state payroll tax requirements, creates and maintains registrations, and ensures proper employee state tax deductions and funding to the states. d. Manages and maintains high working knowledge of payroll requirements by attending training, workshops, and working with outside experts. e. Understands and performs in accordance with all applicable regulatory and compliance requirements f. Complies with all standard operating policies and procedures Administer the payroll process and ensure all payroll processing, payments, and periodic reporting is done in an accurate and timely fashion a. Ensures that all Versiti and affiliate payrolls are processed timely and accurately. Conduct periodic payroll reviews and audits. b. Ensures payroll, tax, and deferrals are paid timely and accurately to third parties. c. Manages all year end payroll processing, tasks and reporting. d. Manage reconciliations such as payroll to general ledger balances and associated bank statements e. Leads the payroll process and manages the distribution of biweekly, monthly and annual payroll reports and metrics. Manage and develop the Payroll Team a. Manages payroll employee outcomes by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures. b. Manages, trains, and develops Payroll Supervisor and Payroll Specialists ensuring payroll knowledge is kept current. Act as the primary contact and Subject Matter Expert for payroll on internal and external projects including audits, compliance, implementations, and continuous improvement. a. Achieves payroll operational objectives by identifying and resolving problems; identifying, and assisting with testing system improvements. b. Manages internal and external audit data requests and reporting. Ensures audits do not have material findings. c. Serve as the payroll subject matter expert for payroll and related issues and work collaboratively with the HRIS team on system upgrades and testing plans. Maintain process and procedure documentation for the payroll team and oversee any updates to the documentation. a. Manage, evaluate and analyze existing payroll policies and procedures; draft propose and implement changes and / or quality control measures leading to best practice operations. b. Create and implement continuous improvement measures for payroll processing functions. Additional responsibilities include: a. Manages all payroll tax activities, including Form W-2, Form W-2C, and Form 1042 preparation and compliance with state, local, and federal regulations. Reviews payroll tax returns for accuracy and resolves any issues. Responds to employee inquiries regarding calculation of their paychecks including federal and state tax withholding. b. Performs other duties as required or assigned which are reasonably within the scope of the duties in this job classification Performs other duties as required or assigned which are reasonably within the scope of the duties in this job classification Understands and performs in accordance with all applicable regulatory and compliance requirements Complies with all standard operating policies and procedures Qualifications Education Bachelor's Degree Human Resources Management, Finance, Business, or related discipline. required Experience 7-9 years Experience in payroll with multi-state, multi-location, high volume complex pay components for US. required 7-9 years Experience supervising or managing payroll staff. required 7-9 years Experience with Cerdian Dayforce or other comparable HRIS / Payroll system. required 7-9 years Extensive knowledge of the payroll function including preparation, balancing, internal controls, and payroll taxation. required Knowledge, Skills and Abilities Demonstrated leadership skills to include effective verbal and written communication, problem solving, decision making, conflict resolution, and organizational abilities. required Ability to lead and manage communications via a remote processing environment, including effective presentation and training skills. required Experience leading payroll in a shared service environment and advanced knowledge of HR cycles and processes required Ability to lead staff and prioritize and delegate assignment to meet established deadlines. required Advanced knowledge of federal, state, and FICA reporting requirements and ability to research and resolve tax regulation issues. Experience managing multi entity, multi state processing. required Solid understanding of HR and Benefit cycles and processing, experienced self-motivated payroll leader. required Advanced excel, report writing and data analytics; ability to manipulate data sets and analyze payroll data and results. required Ability to deal sensitively with confidential material and work under tight deadlines with flexibility. required Licenses and Certifications Certified Payroll Professional (CPP)-APA preferred Employment Type: Full Time Bonus/Commission: No
